Each perspective matters. Together, they help DIAMOND Empower explore how capability development, digital innovation and evidence-informed approaches can better support people’s real needs.

Who is in our DIAMOND community?

DIAMOND Empower brings together people and organisations working towards more inclusive, personalised and future-ready pathways into learning, employment and career transitions.

Our community includes people developing new skills, exploring career opportunities, returning to work, or rebuilding after change. It also includes the educators, employment-support professionals, researchers, innovators, and policymakers helping to make these pathways more accessible.

To make these different perspectives more tangible, DIAMOND Empower uses five recurring communication personas: Dr. Selma, Hannah, Oskar, Samira, and Elias. They are not fixed categories. Instead, they represent key perspectives within the DIAMOND community and help keep people’s real needs, experiences and ambitions at the centre of the project.

Each perspective matters. Together, they help DIAMOND Empower explore how capability development, digital innovation and evidence-informed approaches can better support people’s real needs.

Innovation & Industry Ecosystem: Dr. Selma
Dr. Selma represents researchers, universities, laboratories, companies, SMEs, start-ups and third-party technology developers.

She reflects the people exploring how research, data and digital innovation can contribute to more personalised and effective employability support. This includes finding ways for technology to strengthen guidance, recognise individual capabilities and support more inclusive labour-market participation—without losing sight of people’s lived experiences.

Through this perspective, DIAMOND explores how evidence and innovation can help create more human-centred pathways into learning and work.

Education & Civil Society Network: Hannah
Hannah represents educators, NGOs, VET providers, youth workers and community organisations.

She reflects those who help people build confidence, recognise their strengths, and access learning or employment opportunities. For this part of the DIAMOND community, employability is not only about finding a job. It is also about creating accessible learning environments, supporting inclusion and helping people believe that a new pathway is possible.

Hannah’s perspective keeps practical support, confidence-building and community impact at the heart of the conversation.

Policy & Public Affairs Community:  Oskar
Oskar represents policymakers, public-sector actors, labour-market specialists and public-affairs stakeholders.

He reflects the people shaping the systems that influence access to learning, employment, and social inclusion. Their perspective is essential for understanding how skills strategies, evidence and scalable approaches can contribute to fairer and more effective employment systems.

DIAMOND contributes to this conversation by exploring more inclusive, evidence-informed and future-ready approaches to labour-market participation and Active Labour Market Policies.

Future Beneficiaries: Samira and Elias
Samira and Elias represent people navigating different moments in their working lives.

Samira represents people seeking a fair starting point or re-entry pathway – people whose skills, motivation and potential may not yet be fully visible to employers or support systems.

Elias represents people rebuilding their professional future after disruption. Redundancy, automation, care responsibilities, health, migration or other life changes can interrupt a career path, but they should not erase a person’s experience or future potential.

Employment Support Ecosystem

Alongside the groups represented by these personas, public and private employment-support providers, career-guidance services and providers of Active Labour Market Programmes also play a vital role in the DIAMOND Empower community.

These organisations work closely with people who are identifying their strengths, exploring training options, seeking employment or adapting to changing labour-market conditions. Their knowledge and experience help DIAMOND Empower explore how guidance, capability development, and digital tools can become more practical, responsive, and useful in real-life situations.

Why These Perspectives Matter

Meaningful support requires collaboration between the people navigating change and the organisations shaping learning, guidance, innovation and policy.

By connecting these different perspectives, DIAMOND Empower is working towards pathways into learning and work that better reflect people’s skills, experiences and potential.
